Northrop Grumman’s Cyber Intelligence Division is seeking a Manager of Programs to join our team of qualified, diverse individuals. This position will be located in Annapolis Junction, MD

The qualified applicant will become part an integral of one of Northrop Grumman's Operating Units, which is a multi-year program over $1B program, responsible for the development and deployment of next generation cybersecurity systems.

This individual will lead multiple product teams totally approximately 120 people (including suppliers). The applicant should have an understanding of software development process and current software and cybersecurity technologies.

Typical Responsibilities:

  • Interpret customer current needs and ensure NG product teams appropriately staffed to meet current needs

  • Ensure product lead have resources to lead and direct multi-disciplinary product teams during requirement definition, design, implementation, and delivery phases of products

  • Ensure consistency in Agile software development processes across product teams

  • Work with product leads to develop and execute to project budgets and schedules, including Agile Earned Value Management System (EVMS), critical path management, EACs, and workload forecasts. Ensure customers have insight into product progress.

  • Resolve scope, budget and staff priorities across suite of products

  • Work with product leads for risk discovery, reporting and mitigation

  • Participate in risk board and lead mitigation activities

  • Communicate warehouse priorities to NG PMO

  • Awareness of staffing openings

  • Work with customer to understand future needs and roadmaps. Communicate to Product leads. Ensure IR&D and CRADA investments aligned to future needs

  • Brief internal and customer leadership on progress of work assigned and future customer technical roadmaps

The selected candidate will perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings with 90 to 100 Full Time Employees. The selected candidate is expected to be self-motivated, highly-organized, and detail oriented and possess effective verbal and written communication skills.

Basic Qualifications:

  • Leadership and/or project management experience

  • Bachelor's Degree in Engineering or STEM-related discipline with 14 years of experience, or Master's Degree and 10 years of experience

  • Active and current TS/SCI clearance with FSP

Preferred Qualifications:

  • Experience as Technical lead, Integrated Product Team (IPT) Lead, or other leadership role to a program office or business function with demonstrated team building, organizational and interpersonal skills

  • Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects

  • Experience directly managing or leading engineering teams

  • Fluency with developing and executing project schedules

  • Problem-solving experience in a team environment

PMP certification a plus
